Взаємодія та партнерство заради найкращих інтересів дітей та сімей!
З 22 по 24 липня за посередництва СОС Дитячі Містечка Україна відбувся вебінар на тему: “Практичне застосування державно-приватного партнерства у сфері надання соціальних послуг та управління соціальними установами” для державних партнерів – представників облдержадміністрації, Служби у справах дітей, Центру соціальних служб для сім’ї, дітей та молоді, виконкомів міських рад, райдержадміністрацій та об’єднаних територіальних громад та ін.
Під час вебінару учасники ознайомилися з основами державно-приватного партнерства (ДПП) як ефективного механізму для реалізації Цілей сталого розвитку ООН, вивчали види контрактів ДПП та їх базові складові, сфери застосування ДПП контрактів з акцентом на створення соціальних установ та надання соціальних послуг на їх базі для сімей з дітьми, відмінності ДПП від державних публічних закупівель, аналіз ефективності здійснення ДПП та багато іншого. Також було представлено нові можливості ДПП у сфері захисту прав дитини. Вебінар був побудований на основі матеріалів міжнародного стандарту APMG International.
Онлайн семінар був проведений за підтримки та участі представників міжнародного офісу СОС Дитячі Містечка – регіонального директора SOS Children’s Villages International Ela Janczur сертифікованого експерта з питань державно-приватного партнерства, директора з питань розвитку міжнародного бізнесу Global PPP Forum (м. Сеул, Республіка Корея) Irina Tsay, національного директора СОС Дитячі Містечка Україна Сергій Лукашов, директора Луганського відділення СОС Дитячі Містечка Україна Людмила Харченко, радника з питань захисту дітей СОС Дитячі Містечка Україна Лариса Жигун. До участі у вебінарі долучились заступник голови Луганської обласної державної адміністрації із соціальних та гуманітарних питань Катерина Безгинська, начальник Служби у справах дітей Луганської облдержадміністрації Раїса Родіна, заступник директора Департаменту економічного розвитку, зовнішньоекономічної діяльності та туризму Луганської облдержадміністрації Ольга Севостьянова, директор Луганського Центру соціальних служб для сім’ї, дітей та молоді Ірина Єременко, представники виконкомів міських рад, райдержадміністрацій, об’єднаних територіальних громад та ін.
Третій день вебінару був присвячений практичній складовій – учасники мали змогу потренуватися у підготовці концептуальної записки ДПП.
У подальшому представники місцевих органів влади пообіцяли надати пропозиції для визначення можливого предмету для контракту ДПП, формування проектних команд та продовження навчання у питаннях вивчення ДПП.

Cooperation and partnership for the best interests of children and families????
From 22 to 24 July under the mediation of SOS Children’s Villages Ukraine was held a webinar on “Practical application of the public-private partnership in the provision of social services and the management of social institutions” for state partners – representatives of the Regional State Administration, the Children’s Services, the Center for Social Services for the Families, Children and Youth, executive committees of city councils, district state administrations and territorial communities, etc.
During the webinar the fundamentals of public-private partnership (PPP) as an effective mechanism for the implementation of the UN Sustainable Development Goals were explored, participants learned about the types of PPP contracts and their basic component, about the scope of PPP contracts with an emphasis on the creation of social institutions and the provision of social services on their basis for families with children, about the differences between PPP and public procurement, about analysis of the effectiveness of PPP implementation, etc. Also, new opportunities for PPP in the field of child rights protection were presented. The webinar was built based on materials from the international standard APMG International.

The Deputy Head of the Luhansk Regional State Administration for Social and Humanitarian Issues Kateryna Bezhynska, Head of the Children’s Service of the Luhansk Regional State Administration Raisa Rodina, Deputy Director of the Department of Economic Development, Foreign Economic Activity and Tourism of the Luhansk Regional State Administration Olha Sevostyanova, Director of the Luhansk Center for Social Services for Families, Children and Youth Irina Eremenko, representatives of the executive committees of city councils, district state administrations, territorial communities, etc.
The third day of the webinar was dedicated to the practical component – participants had the opportunity to practice preparing a PPP concept note.
In the future representatives of local authorities promised to provide proposals to determine a possible subject for the PPP contract, the formation of project teams and further training in the study of PPP.
